Frank came out the next day after I called. Ryan had the written quote to me 48 hours later. Crew showed up on the date they said, finished the panel upgrade in one day, passed inspection the same afternoon. Not one thing I would change.
We got three quotes for the Tesla charger. Long Island Electric was the only one who actually ran a load calc before quoting. They pulled the permit, trenched to the detached garage, and passed inspection first try. Fair price, zero surprises.

From the first phone call to the final inspection, everything went exactly as they said. On schedule, on budget. The old panel was a Federal Pacific Stab-Lok and they explained the recall situation clearly. New Eaton panel, every breaker labeled.
Third electrician we called. First two never called back. Frank called back the same day, came out the next morning, and Ryan had the quote that night. That's how it should work. 400A service, two EV chargers, all permitted. 10/10.
